Okay, if we got KFM coming here to give advice, I might as well give some pointers here as well.
Warner is a good creator. He's probably one of (I think) only two creators these days that release characters with totally custom sprites. The gameplay in his characters could use a little re-tooling, in my opinion, but his works are of overall good quality.
And I don't want to preach, either, but what tacosauce is doing is technically what we call "warehousing." Long story short: don't send out full games with collections of characters from different creators. We frown heavily upon that stuff.
Anyway, if you want to start actually making the characters anytime soon, I personally would suggest using the character "Kung Fu Man" (which is open source, provided by Mugen's original creators, and is provided with the basic download of the Mugen engine
here) and just use him as a base, for what we call "sprite swapping."
From there on out, you can use tutorials available from
RandomSelect and
Mugen Fighters Guild to add more complex stuff if you wish.

But don't let that discourage you. There have been weirder things released for Mugen over the years.
