Shinsou Mahou Shoujo Howling Moon AP/BE
A magical girl Manga from Shōji Satō, 2 Junior High girls, Kaguya and Himawari are separated after a battle between a Magical Girl and the "evil" organization, Millennium, while Himawari takes up the mantle of Flaming Star to fight Millennium while Kaguya having seen what's really going on behind the scenes becomes Howling Moon in order to stop the Wicked God Alliance and save her friend from herself.
Fun part is when they transform they go from average 14 Year old girls (Well above average for Kaguya's case) to full blown Saya Tagaki proportions, The manga is even kind enough to supply their transformed measurements, listed in inches cause I couldn't find Japanese scans:
