First off, HOW. No, she's not some kind of a robot or cyborg. If you haven't figured it out yet, it's the suit. I only watched the first few of the episodes, but I do know that the suit is supposed to be a very advanced and futuristic technology. You might probably ask how advanced can a suit be to be able to shift a human body like a literal Transformer or a transformable toy robot. I don't know if the series ever bothered to explain it, but my guess is that the suit has some kind of an alternate dimensional space inside for the wearer's body and therefore keeps the body unaffected with the suit's transformation.

Second, WHY. It's not that odd if you think about it. Japanese anime has a tendency for mixing cute anime girls with various things. Starting with characters like animal girls (ex. catgirls), monster girls (ex. Monster Musume), and cyborg/robot girls, a transforming weapon girl was just one of the many creative possibilities waiting to be realized. Weapons and girls/women are some of the many things men can like after all. A similar case I can think of is the character named "Baby 5" from the manga/anime series "One Piece", who has the ability to turn her body into any kind of weapon as well. On the other hand, it can also work as a marketing strategy toward young audience to show off a new type of figurine that can transform into a toy weapon for children to play with just like in the video I posted above. A cute anime girl figurine that can transform into a toy gun. Now ain't that just adorable..
