There is. Go to the proper location and 'hunt' them. Hunting by itself makes specific enemies 3x more likely to show up. You can pick up perks that improve your hunting, boosting it as far as 10x.
Also, your talk of dirty water does remind me: Since the single-player game is coded in Inform, you can abuse the 'undo' command if things aren't going your way. Wrong monster showed up? End combat and undo! Didn't get the mutation from dirty water you wanted? Undo! Lost a stat point from a mistake you just made? Undo! You can even undo multiple actions this way. Just take note that nearly everything is an action, including looking at yourself or your inventory. You might have to undo several times here and there.
Seriously. Undo breaks the game. Hard.
