It's an age swap comic of Jessie and Misty from Pokemon.
As Jessie attempts to use a silver watch to regress Misty into Babyhood so she turn one of Ash's friends into the newest member of Team Rocket but fails as the plan backfires and cause her and Misty to swap ages instead.
As Misty holds up the watch and say "Well Jessie, I think Officer Jenny would be happy to see what happen to watch and too see you as well"
