It's not so much that that's a bad idea, but--
Well, it's like this. When I wrote and submitted Small Fortune 1, I didn't have the rest of the parts written yet. Now, IWC's senior staff could have just sat on it until I finished all remaining parts, but that would involve a perfectly useable script gathering dust for who knows how long. And even if I had gotten all the pieces written and submitted in short order, they'd still have to pay the artist to do the entire thing before releasing it. That's not so bad if the comic is, say, two parts, but Giantess Fan has had ones that are four or five or even more. So they'd have to pay someone for sixty or seventy-five pages (or more) before they could see any return on investment. And even if that happened, what if part 1 was really poorly received and nobody cared about the rest?
So yeah. Releasing a multi-part comic with all available pieces ready to roll is a nice idea in theory, but it's just not practical given the realities of the business model.
