My guess is that the producers ran a small amount of DVDs and sold them through regular retail channels (I can find a lot of DVDs by the same producers/directors on Amazon, for example) but then their production company folded, so there were never any reprints. The only copies will be in the hands of private individuals or (perhaps) collecting dust on the shelves of random small DVD retailers somewhere.
