That's usually the case for dialog order and panel order. Not necessarily animation sequences within the same panel.

It's AR-

I have this issue and the Green Lantern on the cover is actually a humanoid that can project an energy being from her body. (It's a lot like Negative Man from the Doom Patrol) She captured a space criminal called the "Unspeakable" with her energy form when nothing else seemed to work, but her energy had to remain out of her physical body in order to keep him in stasis.

When the Unspeakable escaped, he restored her energy and youth, but she could not longer affect him in the same matter. Valor (Mon-El) met her in her elderly state and regularly mistook her for an old man.
