I guess this is the most popular forum. For every one or two thread updates I see on other forums, this one has about four to five times as many.

Breast Expansion is like salt: You can put it on just about anything to make it taste better. Got a giantess? Throw some BE on there. Inflation? BE. Furry/TF? BE. Heck, even shrinking can have BE, as little sense as that makes. Pretty much no matter what kind of process you're doing to a woman, (or a man, come to think of it; TG is inherently BE related) you can always make her breasts larger.

So I think it's not that BE is in and of itself the most popular, but that all the other processes funnel into it to some degree. Me, I know I check the TF and GTS sections first thing, but after that I always head to BE. Someone else wo's maybe into TG and Shrinking will never see any of my posts or vice-versa, but everyone comes 'round to BE sooner or later.

I can put logic to the shrinking BE thing...
Faux(fake) breasts(hooters) are made immune to shrinking and shrivling, so when one shrinks, their chest stays the same, only that they look like they are growing

But another reason why this is so popular is...
Well, what do you mainly look at on women? Their chests...
that's how our culture was raised, and that's why BE is the most socially acceptable fetish out there
