I am pretty sure that something similar has been noticed in the US. Girls entering puberty earlier and getting breasts sooner, sue to large usage of rBGH in cows to increase milk production though at the time there was supposedly a surplus of milk. Also early puberty has been attributed to fast food causing people to gain more weight earlier as supposedly girls enter puberty when they reach about 110Lbs or so. source movies "Supersize Me!" and a movie about fox news seen in college.

As the poster said above, the only 'good' result that would come out of this is the possibility of giving large natural breasts to ADULTS rather than CHILDREN. The actual article on the babies developing it is rather not something to consider 'fantastic'.
