This depends if you are including full on Hentai or not. Honestly, at this point in the game there is no point to do a ranking. I remember when Inoue from Bleach was thought of as "Huge", now it seems like she is just average. Hell, look at Horizon on the Middle of Nowhere. There are like 4 girls in the show who are all almost on the same scale as Haruka Gracia from Basquash.

Orihime has had her chest shrunk a lot over the series. It's kind of the opposite of what many series do where heroines slowly get slightly bustier over time.

I think the real question is who has average breasts these days in most animes? Just based on the big mangas I read, big boobed beauties include:

Fairy Tail: Lucy, Erza, Marijane
Bleach: Orihime, Rangiku, Halibel, Nel Tu
Yugioh GX: Alexis Rhodes, Ms Hibiki and most of the Obelisk blue girls
Yugioh 5Ds: Akiza and most of the girl academy girls
