I think about one of my favorite animes of late, 'Godannar'. It is full of women with huge boobs (none under a C-Cup, at least ).

There are two characters with the biggest boobs, though: one is the dominitrix leader of the German mecha team, and the other is the leader of the entire 'organizaton' (not evil, either of them, but both are real stone-cold bitches ).
