I can tell you where it's from, at least:
http://en.wikipedia.org/wiki/Demons_%28TV_series%29 It's the fifth episode of the series: from what I can tell, the woman in the clip is actually a demon in disguise who's reverting to her true form (the clip was posted here a few months ago). I never actually watched the series or that particular episode, mind you. I don't know if there's more to it.

yeah there really wasn't much to that TF, it was a pretty weak series anyway, only lasted one season.
