I did think about building my own but that could only end badly. A new one will at least come with a warenty and a service plan. I'm strongly, strongly considering setting up some sort of middleman service for these kinds of deals, but I need to get a few things in order first. Ultimately, it'd go Foreign Site > My Account(s) > My PayPal > Artist's PayPal / Bank Account / DLsite / whatever, though some overhead is going to be necessitated to cover the per-transaction rates, say 10%? Needless to say, transparency would be mandated from the time your funds leave your hands, to the time the artist receives them.

Or this could be another non-starter, but I'd like to at least give it a chance. Perhaps something great could be built here, like the comic-manufacturing operations of yore.

Well went through Best Buy just now and I can confirm that it is possible to pay via paypal. (although I also realize that it isn't exactly what you were asking).

No worries. I know budgets are tight for everyone around the world. It happens. I'll figure on replacing my comp soon enough and get back to getting free content art in the verse again. Thanks.

If you can find someone to pay or you simply trust you can get a really nice custom built PC for hundreds less than if you got it from the manufacturer. Especially when you "obtain" the operating system "cheaply" from de interwebz.
