I think realistically, this needs to be seperated out into several catergories:

Anime Chick with the biggest boobs who could reach that size with out needing breast surgery.
Anime Chick with the biggest boobs who couldn't/shouldn't be that big with out breast surgery.
Giantess Anime Chick with the biggest boobs

Probably a few more but these three came to mind right away,

By this I assume you mean girls that either are naturally busty or grow that way over a certain amount of time naturally. In which case I suppose age progression could give a glimpse of that. But then it's hard to tell which characters are natural.
Unless stated otherwise you can assume each and every girl has natural breasts.
And when it comes to biggest boobs in an anime it would be Eiken again I think.
Then again that Cattleya of Queens Blade beats any of them in Eiken.
Would need an actual inches size though to confirm that.

Well that would be Komoe from Eiken as a shouldn't. Couldn't doesn't exist in anime.
Especially if it's in a world that has advanced science/technology/magic anything is possible regarding breast sizes. Regardless of whether or not the female human body can carry all that weight.

Giantess Anime Chick with the biggest boobs.
I really can't think of any animes recently that involved giantesses.
Ultimate Girls is one I remember vaguely, but I believe Mii has them beat then in that case.

Would it be ok to just call that 'Anime chicks with natural breast sizes' then, as in chicks that have breasts that are physical possible for there size and weight if they were real people in the real world?

Hmm yeah that would work, but if you were to link it physically possible regarding the body porportions real world wise then I think only height would be a major hindrance.
Bear with me here though. In the world of anime females are rarely fat or chubby as in the general idea is "fat is ugly" and we want our females to look cute/sexy/beautiful.
After all no one is going to keep watching a show if the show is full of "ugly" people.
So a thing as weight to me is a non factor. Ironically the big breasts would a very big part of the total weight and as women tend to want to lose weight. ;p
Something as age is also a non factor to me, because even though age could give some sort idea of maturity, just like in real life, people are different and from I remember girls can start developing as early as 8 years or something.

So now as to the height part. I think that the shorter the person is, the harder it would be to physically support so much weight(from breasts) disregarding the fact that muscle weight to measure ones strength would be needed as well to carry such a burden to begin with.

the number is hte band width which is the size around the chest. THe cup letter is hte difference between the underbust and hte measurment over hte largest part of hte chest (the cusp of hte breasts) so the cup is actually the closer part of hte bra size to indicating Breast Size. In US measurments a 4-inch difference is usually a D-cup.

And as for that picture, the supposed B-cup, is more of a real life DD, or even a little more. Hard to tell there. Cups are exaggerated in anime, B/C is bacially normal, with D's being assigned to the larger girls, and higher cups as the breasts go up, regardless of the actual visual size of them. It comes down to the artist either not knowing or not caring abotu the real size of a gilr and jsut throwing out an arbitrary letter that sounds good, or in the case of larger girls, one that sounds impressivly big.

That makes sense really. Because the supposed B-cup looks/sounds small to me if it were a real life one, but if you say it's more of a real life DD, then in real life I'd go damn thats big. I suppose that's sort of the feeling I sometimes get when I see real breast, I think damn it's small, but it's actually quite big. So even in terms of anime if they were to say like 100 inches, it could be an actual 80 inches for it's real life counterpart.
Guess it's really like you said, just so it sounds impressively big. But then that Japanese gravure Idol Fuko with her P-cup would still bug me, I mean what's that supposed to mean in inches. Wish we'd all just stick to inches. never mind the letters

That is correct. Sometimes character profiles are made and those list stuff like the name, hobbies and so on but most importantly, the B/W/H sizes.

well what I'm saying is that anime picture that SAYS a B-cup. THe size those breasts look on that girl are really mroe of aDD, but in the anime/game she's only called a Bcup, cus no one wantsto see a REAL Bcup (about hte size of hte A listing in that pic) cus that's jsut tiny compared to most anime.

And Fuko is jsut... Fuko lol Also Japanese use metric, so her bust would be measured in cm which are more like 80+ for instance a 37in bust measument is more like 89-93cm... I'm not entirely sure oi nthe conversion there but it's close.
