Basically, you just select the raster image, then go to Object -> Live Trace -> Tracing Options, select the appropriate preset, and you're done.

Of course, adjustments will probably be necessary, but the tooltips explain each option well enough as you mouse over them.

Also, it's a good idea to first set the bottom two options to "Adjusted Image" and "No Tracing". The reason for this is because the program optimizes the raster image itself before it actually traces it. Once you're happy with the raster, then you can swap the two options around and tinker with the actual tracing.

Really, though, the best way to learn is through experimentation.
