You do see the process if you look really closely at the silhouette, but it's clearly more focused on the result.
Should probably be in the AP too, if it isn't already.
Not sure if the subtitle is a joke or not (some of the other scenes have joke subtitles, and they're quite funny)

This is a really odd clip and must be from the Tenchi Muyo tv series.

Some History

The woman in question is Washu Chan, an amazingly old supergenius (thousands of years) who enjoys taking on the form of a cute little kid most of the time. In the original Tenchi Muyo series (the OAV's) She can change from "Little Washu" to her adult form, which myself and others always called heheh "Big Washu" for a few reasons...both of them on her chest.

In the OAV she transforms without needing any sort of potion or scientific crutch and seems to be able to do this on her own at will, so I do find this sequence rather odd
