YAT Anshin! Luxury Space Tours Is the name of that anime....
Its very obscure as I have found out.....
Clips from it have been around here and there... most recently removed from youtube....
Now I did some digging and I found in season 2 of yat there is an episode blatantly called: Ep 4. Monica becomes Small!
Now all I need to do it find it...
