Kinda, but it's a little different obviously. Although based on a brief interaction once on his forum, it seemed like he had never heard of Pulse before. The internet is a big place, it's probably easy to make something that seems unique, and then there's some older obscure item that's similar.

She was a character he described with a pinup he posted early in the comic. Her powers seem more like Buxom Gal maybe, but her origin more like Pulse. Although in the original pictures, I don't remember her being so busty.
