First, get the girl to max bust size (you'll need to get her to max size, quickly click the buttons on her shirt from top to bottom until it comes off, then hit her with the laser again). This will move the console further away from her, exposing the middle lever. Toggle it and the middle button on the leftmost machine bank will activate. Turn it on and poof, dick and balls appear.
