Using small boned women with bra size of 30 and 32 around can be challenging also.. but the smaller the woman, the larger the boobies and growth looks.

My suggestion, for realism, would be bigger bras with rice filled baggies, similar to the tests that plastic surgeons want you to do before you get implants.

Also, Fredericks of Hollywood Extreme Cleavage Bras can help sell an illusion as well.

Balloons, for me, don't sell it. The shape, movement, and placement is never right. Water balloons in bras might work better. I don't know.
