That's due to two factors.

The first is that some people don't bother to look through all the material before assuming they've found something new, and declare it as absolutely new.

The second is that most people don't go into their UserCP up at the top and set it so that they can view forum threads greater than 4 weeks old. Turns out that they're all there, you just don't see them without that option.

And I was tipped off to that option when a 20 month old thread was ressurected ;p

Well these things do happen (on daily basis) and truth be told some of us do forget that there are threads already made for either a manga or of the same topic already discussed.
Not that I'm defending anybody here and for some no slack should be given. But if they are being polite about it even if it's a repost then it would seem rude to simply denounce the person because they were being lazy.
A simple reminder and possibly directing them to the already existing thread would end reposts quickly and without problem.
But that's just my opinion

Sadly, it doesn't. Why? Other people are too lazy to read anything but the post with teh b00bies in it, so they don't see a post pointing out that it's old. It has happened a number of times.

I can call 'em lazy or call 'em rude and ignorant. I think lazy comes off as less insultinng.
