I got it. The exclamation points and post-exclamation tone shift gave it away. So obviously tongue in cheek.

Of course, I thought TF-Viewer got it, too, and that in his first reply he was saying people should stop pretending to know what the rule means because they'll only look as silly as VincentJ was pretending to be. And that even the site admin makes requests, so they can't all be bad.
