If it's still running, there was an MMO a while back that let you play as a dragon called Horizons, but I haven't heard anything about it in a loooong time...

Perfect World has a were-beast and were-fox race.
Rohan: Bloodfeud has a race that can turn into a 'humanoid' dragon. And um... I think Everquest has beast races.
