I have no idea where it came from, only that I had to draw it. ^^;

I was considering adding some wind lines to show the wind off more, but felt that if I couldn't pull off the wind blown look without them, then adding them in is more of a defeat then a detail. ^^;

The skirt is good, but the top needs some work. If you've ever seen someone standing ina strong wind you know that their clothes pull tight in one direction. While you've got the skirt fluttering okay (though her leading leg should be more well-defined) the top seems to just be hanging statically.

Usually if everything in the image looks a specific way except for one thing (for instance, wind effects every part except for one), it's not because I didn't do it, it's because trying to do so makes it look bad. In this case, the shirt looked ugly as sin when wind blown, so I just made it smaller. So now it's not moving because it's tightly wrapped around her.

Well, but it's not tight. You can see the gap between the top and her skin is equidistant all the way around. ^^;
