A lot of them have. While only a few have official releases, most do have fan translated patches. not sure where to look for them though.

I think transformation in general is pretty uncommon. The "respectable" ones make the sexual content minimalized enough so that they can eventually, hopefully, get a chaste anime version and sanitized console ports. The rest are build factory style; as quickly as possible. They have people who have a talent for drawing naked ladies in a number of positions and for doing so quickly. Anything too far from the standard model makes it more difficult to draw, and not worth the effort. I haven't looked for BE specifically, but I've seen quite a few that reportedly have "monster girls", and their definition of "monster" is having a horn or a stubby tail.

The only Dating Sims I know of that include any sort of transformation and happen to have been translated to English are the X-change series and that's just TG (also they're very adult). I don't know if there's many non-porn sims in English.

erogedownload.com has most, if not all, english translated visual novels by fans including the x-change series up for direct download. I know most don't have transformation or anything but many of the games are great. Just look around and see what if any fancies you :O
