I don't think Chifusa stole that woman's breasts originally, meaning that people who did the animation might be taking the set course of " Encounter bad guys and steal breasts at the end of each episode regardless of what happened in the manga." Sorta like how a person could look forward to seeing some Zord action at the end of a power rangers episode, no matter what the story was about.
