It seems that this is proof to me that the anime isn't taking things in the same order as in the manga.
Can someone who's read more of the manga verify this for me?

The second episode was from volume 2, the fourth was from volume 4, the third was around the third chapter of the manga.

It has been skipping wildly around and rewriting everything from the very beginning.

BE alot of times and then when you see her again you dont even see her bigger sometimes.

You have to come to terms with the fact that Chifusa cannot grow to the size that everyone wants it to be. The anime points out that having large breasts is not very fun, especially when big boobs are treated as a sign of wealth.

Wait, so this series has provided you with BE 3 out of 8 times, a greater ratio than any other anime, is constantly about boobs, and even tries to be good outside of that despite less than 10% of it not being about boobs.

And it's a wash because you hyped yourself up for ridiculous breasts that were bigger than anything in the source material and expected extensive breast growth scenes every episode?

I'm with Lurking, it's provided alot more than any other anime I've ever seen in terms of BE and I'm hoping it'll provide even more. The whole show can't be pure BE and keep it's entertaining storyline intact. I think it's doing admirably.

Not in every episode. But when the drum solo of the manga is reduced to a pair of bongos, I have to say boo.
I have to be fair and commend the series for it's fine animation and good voice acting. If one watched the series with no knowledge of the original manga, it would be a good anime. However, knowing what was in the manga, and having seeing the sizes exaggerated in past BE's (quite well I might add), seeing the multiple-boob-steal barely change her size was more than a little annoying. Picture if the Death Star exploding at the end of the movie was replaced with a firecracker in a paper machet ball.

Except the anime has completely overstated what was in the manga. If anything, they turned bongos into a drum solo.

They've covered over half of her expansions in the entire course of the manga over six episodes. And most of them are her regaining size after being shrunken anyway. The staff at Hoods simply picked their favorite chapters (and the ones that would get the highest ratings) and used them.

Growing boobs aren't as pivotal to either the manga or the anime as people try to say they are. Seriously, look over it, we've missed only two minor instances (one from Volume 1, another from volume 4) and the gag scene everyone was hoping for. That's about it. And we have five episodes left.
