This depends if you are including full on Hentai or not. Honestly, at this point in the game there is no point to do a ranking. I remember when Inoue from Bleach was thought of as "Huge", now it seems like she is just average. Hell, look at Horizon on the Middle of Nowhere. There are like 4 girls in the show who are all almost on the same scale as Haruka Gracia from Basquash.

I think the real question is who has average breasts these days in most animes? Just based on the big mangas I read, big boobed beauties include:
Fairy Tail: Lucy, Erza, Marijane Bleach: Orihime, Rangiku, Halibel, Nel Tu Yugioh GX: Alexis Rhodes, Ms Hibiki and most of the Obelisk blue girls Yugioh 5Ds: Akiza and most of the girl academy girls

Disregarding for a moment if it is hentai or not, shouldn't there also be the question of whether or not process is involved in this contest? What I mean is, are we including only girls who are naturally large-breasted, or also those who end up that way, through magic, drugs, or some other growth-inducing effect? Also, what about scale? If we're just going by pure size, then Shirahoshi the mermaid princess of One Piece, or Mii the Flower Goddess of Jungle de Ikou has all the previous beaten by a considerable margin.
Lay down some ground rules, friends, or call that checkmate.  Right, pics for reference, I forgot...
