Unfortunately you don't see the tail actually growing; now that would have been something to cheer about. Like I said I think you see it partly-grown in one shot (but I'd have to take a look at it again to be sure) and the next time you see her she has a full-grown tail.

As for it being in motion, I can affirm without too much of a doubt that there's no animatronics involved. It's all down to the actress squatting and shaking her bottom up and down to slap the tail against the ground.
