How I have read the good amount of the manga it without the fanservice it is a made up history manga with relative boring fight scenes. Though that is just my opinion. Really at least Seikon seems to have a real backbone of a story in comparison especially with manga it mainly business when read part of the manga.

Wait, you can read Japanese? Because, if you can't, then why are you comparing the strength of its story to that of something that you actually have read? I mean, it's cool to have an opinion, but why compare stories if you only know about four sentences worth of one party and a whole season's worth of an anime adaption of the other?

it has been well at least part of it translated and you are right I only read part of it not the whole thing my bad.

I'm really, REALLY happy that they're going with an art style that emphasizes the heft, weight, gravity, mass, whatever of the busts that the manga also has. Also that they're going far enough that Chibusa gets this big. Wonder if they'll make up some plot to go with the series since the manga has no end of any kind, so they might tack something on as shorter anime sometimes do.
