BE? Doubtful, the artist exaggerated the size for more impact in that one panel. At least I think. In any case the exaggeration is enough to be viewed as BE in the circumstance with what she said.

yes the knowledge lurker is correct... in fact the small scene with that girl (his cousin... /sigh@incest) was the only one i actually liked in that series (as a few of them involved even closer incest, which as i said i'm not a fan of, but also this was the one that emphasized the glorious big boobies the most), so i recognize that anywhere :]
also it is "sort of" real-time AP BE as the main character comments that her chest was never anything like that before, as he hadn't seen her in a few years, but i dunno if that "counts".
