Looking for an Asian movie where a witch turns army of men grow breasts and turn into women. I think there was an eclipse in it which gave the woman her powers.

The movie is called The Twins Effect 2. The scene occurs about 1 hour and 27 minutes into the film. Here is its page on Metamorphose:

Anyone have screenshots or a video of the TG scene in the PC game Evil Genius?

For those that don't know, its done by playing as Alexis and using the cloning machine. This causes a male henchmen to turn into a clone of her.
