never done PnP myself, but would it work to have additional attributes show up on a turn by turn basis after the initial effect - and accompanying stat changes?

Morwalugi, the sliding scale idea is what I'm trying to figure out a way to put in...

I'm a fairly experienced DM and I still don't see the need for the rules you're trying to put in place, especially since the rules are going to be varied based on what the character is transforming into. If the person grows claws, grant them a claw attack. If they get sleeker, give them a dexterity bonus. Let's take it further.

If they're turning into a dragon, give them draconic eyes and a breath weapon of the appropriate element. If they're turning into a displacer beast, give them displacement and two extra appendages. It really sounds to me like this would be a case by case basis. As for sheerly creative ideas, I quite like an earlier idea in which you curse otherwise normal equipment. In a dungeon crawl involving nature worshipers, equipment looted from them and their thralls should not necessarily be deemed safe.

Can you give me more information? What are the villains of this campaign shooting for? What are they like? What are their methods? That sort of stuff. Xanderfox was more or less spot on; just because it's not in a book or spelled out anywhere, there's no reason you can't do it.

The villain of the campaign is actually not related to the dungeons origins, he's an evil transmuter who moved in some time ago, and started doing experiments on some of the hapless adventurers that stumbled in. Most of the TF-causing things in the dungeon would be left over from the time where it was controlled by the nature-lovers. Two examples of things that I've placed in already:

1. Robes and stylized animal masks. Used in ceremonies to 'commune with the beast mind', when the robes and mask are worn simultaniously, a second, subordinate mind awakens in the wearer's. This mind is purely animalistic, specific species dependant on the specific mask. The wearer can draw upon instincts and skills, but is at no risk of the animal taking over. However, if just the mask is worn, the animal mind takes over fully. No physical changes are caused directly by the mask, and theres nothing keeping it stuck to the PC.

2. Dead end traps. In every dead end, theres a rune that when approached within 5 feet, will cause people within said dead end to incrimentally change into an animal. This trap existed when the dungeon was active, since its safe to assume that only intruders would venture into a dead end.

You might want to tweak the traps a little bit. Sooner or later, the players will catch on to the dead end thing. I'll try to think of more in depth suggestions with that information.

Theyve already figured out that dead ends are trouble. That almost stopped them cold, though, because of a secret door. It took a well-rolled spot check to notice the lack of rune...

Well the 3 drawings are my musings

The thing is basically worked up from a Snakes and Ladders board,but in
drawing 1 I've kept out the snakes and ladders.If the players move up the levels without interacting with the scenery along the way they arrive at the exit 50% transformed,like the anthro horse woman in the convention tf.
(Drawing No. 2)

The tf clock starts ticking the second the folk leave the dragons lair and stops when they exit.If they enter again the tf clock starts ticking from where it left off.

Tf is measured by adding mass.
Eg (Drawing No. 2)
Roderick weighs 200 pounds in the lair.He is cursed to turn into a 2200 pound
man eating horse mare when his total mass is 2200 pounds.So the tf clock adds 100 pound of mass to him every hour,and come hour 10 in a conventional tf Roderick is now a 1200 anthro horse woman.Presumably at
hour 10 he's poised at the exit and can get on with life as a anthro horse
woman or can take his chances and descend the levels,hoping to find the
gifts he couldn't reach as a 200 male human but now as a 1200 pound
anthro horse woman has the strength,speed and hearing to get her clubby
fingers on.Gifts that undo the mass and return her to her original
human form.If Roderick botches up timewise or adds extra mass by hitting
a trap,come 2200 pound of weight it all becomes 2200 pounds
of man eating monster mare stuff,mind and body.

Roderick could decide to distribute her mass by giving birth to clones of
herself.So lets say she decides to every hour give birth to a 200 foal clone
of herself.Her various selves work together,say "so long suckas" to the
other folk and the group of horse-women go charging up a "Ladder" only
the horse cursed can go up.The "Ladder" is a level or three below the
exit and after a little more group tf'g/mass gain of the horse people
group,they charge out through the exit,3 or 4 horsey-woman Rodericks
rather then just the original fellow they started as.Presumably the curse
did not get watered down after the cloning,and the Conventional Transformation Chart applies to each clone.So a 200 pound foal has to deal
with a extra 100 pound mass gain each hour its in the levels.So over time

1 200 lb Roderick >> 4 200 lb horse woman >> 4 2200 lb monster mares
human clones monster

with the possibilty some of the clones get out before hand and find themseles
confronting their monstrous brethren at some future date

Eg 2 ( Drawing No. 3)

Alessa weighs 100 pounds and unknownst to her got nailed with the full
effects of the dragon curse.A dragon weighs 9900 pounds
therefore Alessa will gain 9800 pounds of mass over the next 20 hours.She
deals with the extra mass by shifting it into more human mass.So by
hour 19 she's one big human female weighing 9300 pounds.Problem is
that when her mass hits the magic number of 9900 pounds the charts say
she MUST be a monster dragon.She botches it up,hits 9900 lbs and
9900 lbs of human matter change into 9900 lbs of dragon matter,with the
expected screams of pain,skin bursting,bones lengthening and twisting
as Alessa's human skeleton,mind and
muscle undergo pretty drastic and massively quick changes.

Have you looked at Mutants & Masterminds?

They just came out with a book called Warriors & Warlocks that covers D&D style games.
It is easy to convert from D&D to M&M and you can do everything you whant to do. Also W&W has the write ups for different types of Beastfolk as PCs.

There's also Binders, though they mostly can only TF themselves.

Changelings, dopplegangers etc. for the same reason.
