You know, given how old that show is - I *know* I remember watching actual episodes of that series on TV when I lived in SE Asia back in the early 80s. I also seem to recall a number of tf-themed episodes (some of which were kinda scary/disturbing to a 4-5 year old). This one possibly being one of them.

There are tonnes which I have found. All of them are on Veoh, here is the quick list. Note that not all of these are animal transformations. Many of them are plant and inanimate tfs. However, in many cases, the serries created their own props.

Turboranger (Unaired):
A monster had the power to turn people (painfully) into dogs. Unfortunatly, this ability was unused on any women except with a bad fade affect in the monsters memory. He targets the pink ranger but she is rescued at the last second.
A monster turns people into masks. I can't understand Japanease well enough to figure out why this is bad.
The second monster in the series creates dumplings out of human bodies in a manner similar to tumbleweeds.

Jetmen (Unaired):
A group of monsters do good deeds for people. In exchange, they turn the people into pineapples (the only food that appeals to them is a human pineapple)
A sniper Kitty turns half the rangers into chess peices and they are wagered against robot parts at a casino.

Kakuranger (Power Rangers Season III):
The white ranger (a woman) had the abiltiy to turn into a paper crane.

Gauranger (Wildforce):
The manniquin episode everyone already knows about. It also had an AR.

Hurricanger (Ninja Storm):
A monster which turns people into purfume
A monster which turns people into stamps so he can burn them in order to send a letter into space
A monster which turns people into balloons. Once their balloons, they will unleash deceying gas upon the city

Abaranger (Dinothunder):
One episode had a monster which turned women into flowers on the idea that if the human race cant mate, it will go extinct
Another episode has a monster which turns people into Olives which are a delicacy.
The movie has a scene where a girl is changed into a venus demilo
A new years episode where people are turned into cheesy new years merchendise. This plan backfires as it makes people better at the newyears activities they are bad at.

Dekaranger (SPD): A monster that turned people into dolls

Magiranger (Mystic Force):
Pink Ranger is a Shapeshifter for the first 18 episodes
A fungus monster that turns people to dust
The rangers fight evil versions of themselves who turn three of rangers (including the pink ranger) into dolls
A Cockatrice that turns people to stone
Two episodes where the vampires are turned into centapedes (the introduction of the mummy and when the rangers fight the bird woman)

Boukenger (Operation Overdrive)
Had a monster who could turn people into animals. The Yellow Ranger gets turned into a Budgey. The artifact found in an episode could countrol animals or allow people to talk to them.
Another artifact allowed shapeshifting. Used by one of the women ninja enemies to change clothing, then turn into a truck. One fo the rangers tries to hold her back by pushing on her 'headlights'. she turns back and slaps him. There was also a cat who wanted to be a human because she had a crush on the rangers.

In addition to that, there is a shark that traps women in food tins, a monster that turns children into playing cards, a monster that turns children into fireworks, a monster that turns people into trees, one that traps people in trees so lumberjacks can cut them down, numourous monsters that turn people to stone, some shrinking, some ar, and lots I know I'm forgetting.
