I'd say creativity in the method and the process itself should warrent good BE art, or hell good art for any of the forms of transformation worshiped on this site. Also when it comes to a BE comic, I'd say a good punchline should help bring a funnier side to the whole situation.

And considering how more often then not the girls getting BE'd are usualy happy, suprised or scared. Its not often when you see a BE where the girl is pissed, so expression is important as well.

Also, its gotta just look good and be able to please the fan community.

Also, to make a great BE, the situation is very important. For what I think of, the best BE usually have a comical or ironic situation. That is probably what a lot of those hentai ones are missing. They are too serious.

It's gotta look like a load of fun.

Multiple images or a sequence aren't necessary, either--it just takes more thought and planning to depict something dynamic using a single image.

I think it should be gradual, with focus on the changing shape of the breasts as they are constricted by clothing. And of course, clothing shouldn't grow with them; that almost entirely destroys the point. Clothing should burst, rip, or be peeled off in an hurry.

The women should be desperate, but generally not happy, as I don't think anyone would be happy with their body changing radically in such a way. It should be accompanied by other transformations, too, like waist constriction and butt expansion, and possibly height frowth.

Lastly, the women should be of age, preferebly human, and they shouldn't get too big, at least not too big to move, or anything like that. But they should get substantially larger than what occurs naturally.

And breasts should eventually sag slightly, with nipples that should be thick, with wide, puffy aureola. It annoys me greatly when a woman has basketballs glued to her chest with tiny pink points on them.

Another thing to take into account...

Every action has an equal and opposite reaction...

Well, giving the breasts value and tone also adds to the effect me thinks...it gives the breast a sense of fullness with proper shading.

Realistic expressions also add to the realism.

Well there are a lot of things I like in BE.

I like it when they show that breasts can bounce.

I like it when they show happiness or scariness or my fav. the "WTF" look.

I like it when they show how and why it happened. None of that random BE crap.

I like it when there is no sex involved.

I like it when it's cute or funny. None of the realistic crap. Art is suppose to be unrealistic. (Which counters my first reason =\)

Here are some more reason but could be debateable.

I like it if breasts also lactate.

I like it when breasts get huge. For me anywere from basketball to maybe a block is good.

I might be missing more reasons but these are the one's that are important to me.

I'm not looking for comedy in my BE. I want it to be sexy.

well, it takes a bit.
I say leave out the sex, that ruins it for me.
and try to come up with something new, not those steriotypical BE stories, lol. Plus the expression of the character and their actions usually make it great.

I'd say, whatever you do, you can't go wrong with making the boobies look "soft". That alone opens tons of ideas for detail.... (In my opinion.)
