Tomo-chan wa Onnanoko! (Almost) BE
This is from episode 11 of "Tomo-chan wa Onnanoko!", it's not exactly BE but it sorta is. The character in question, Tomo, is wearing a breast binder which can't quite contain her and breaks, giving the illusion of growth.
