Even I think that shouldn't be in the game. There's no in universe explanation connected to it (not that I can imagine a situation where it would be warranted) and it also isn't something that suits the personality/tone of Widowmaker.

That looks like a glitch tied to the model's "visor on" "visor off" state, the waist slider bar isn't set to exactly the same size between those modes for some reason. That's what it looks like to me anyway, and probably something they can fix in about 5 seconds in an editor.

This. If you look, the front does the same thing, but less noticeably.
