A writer (one with any sense anyways) would not write a screenplay for an industry that does not exist. They would learn a craft to bring this thing into existence on their own, or they'd talk to the people they'd need to to make it happen.

Mako didn't get shit done by writing a script and then hoping it would sprout leaves on its own.

This is all a wasted effort.

Okay, first, you never answered my question, instead choosing to leave the screenplay ambiguous. Maybe you simply didn't see it, but comprehension is a significant part of talent adoption.

It's a fait accompli that if you never solicit talent, you shall never have talent.
Positing the "development" of a "resource" with no contributors is an academic exercise in frustration.

Elucidate and solicit, or your project is doomed.
