Who to contact to approve a new user?

I had someone ask me who, ahh, is in charge here that can approve a new user? I'm not sure where to go for that. I guess they've been a user but something happened to their account so they need to make a new one.

The "Welcome to the Process" section is probably the best place to ask, or send a private message to one of the admins' accounts.
