I think it might just be a lack of context. If she started as a woman in the beginning of the comic and gained the tubesteak somewhere before the first page we see here, everything's legit-ish, because as least *parts* of her are turning into a guy. ^^;

But yeah, if she was a herm from panel one then Suti should move this to everything else.

Actually according to lorekeep it is also for FTM. Partial changes are also acceptable.

I like the idea and yeah by definition anything posed in between Futa/herm/ or whatever you like to call it can be considered a mid change pose. I seen other comic where the girl started out with a cursed male equipment that corrupted her till she changed into a succubus. Its a partial tg as she loses the male equipment.
