As far as I can tell with my limited russian knowledge, it is an image campaign of an russian TV station. They show these little clips between commercial breaks and different programmes. I looked at all of the other clips and this is the only one that features a size change.

A very easy way to pull any flash video down is to use Safari on PC or Mac. If you open the page in Safari, start playing the video and then go to Window > Activity in the toolbar up top, a new window will open with all the items in the current Safari window. I usually look on the right hand side to see which file is the largest (as that is usually the video file). Double click on it in the listing and it will ask you where you want to save it.
