I think a group started translating it few months ago. It should be under the name Ochiru Tenshi.

Does anyone have a story saved from fictionmania called "Off the Deep End" It was about a bathing suit that transformed a teenager into a woman while in the bathing suit. Later on, the suit gets ripped and he's trapped as a woman.

Yeah but it inspired this great art which in turn inspired yet another story. Wasn't the original story originally with images? I seem to remember some of them being okay.
