That is because the pig-tailed girl (Kyoko) is one of the main characters in the series.

No, I meant that they usually use her in transformations(Belly expansion(twice), and now shrinking, and probably a lot of other things)

It looks to me (not that I can read much Chinese) like the regular-sized character is saying that the miniature version was made using his blood. I can't tell whether this was done through science (cloning) or magic. The fact that the same method is used on Kyouko (with the flask shown again and mini-Kyouko being shown with an umbilical cord) suggested that this is supposed to be cloning...

Now that I go back to the first page, I think it's clear now that he is a miniature clone. (The panels are set up to present the reader with a mystery: it isn't obvious what's going on -- even if you do read Japanese (or Chinese in this publication) -- until further along in the story.)

You see the flask on the table, which then breaks (his "birth": he's now large and developed enough), and then he's running off. I think he doesn't know early on that that's what he is.
