Tsunade has manipulated her own body many times over the years (asumably to keep herself young looking) it's somewhat implied BE as Ero Senin does stare at her breasts a lot when they meet many years later. I was fully expecting her to admit that they where bigger but it never happened.

my attempts to find it through mangakan have been entirely unsuccessful. The best I've been able to do is get a 403 error (access denied) from the site the it's hosted at.

Actually, Tsunade doensn't manipulate her body really at all. She is just Constantly using the disguise technique. She changed her appearance quite often to evade her debt collectors from her many botched attempts at gambling as well as out of vanity. She's not really supposed to be that big, that's just how big she was when naruto and ero-senin found her. Actually Jiraiya calls her 'flat chested' occiasionally when he thinks of her or during flash backs so she either had one hell of a sudden puberty or that's just the disguise jutsu. The only time we ever see her 'change back' is when she brings naruto back from the brink of death. It used so much of her chakra that she had to let go of the technique for a moment though it only showed her wrinkled hand. Judging from Jiraiya's shocked and sympathetic reaction to it, it's obviously a sensitive issue for her and even though she was only 'normal' for a moment it was aparently quite the sacrifice.
