Consider the context of the cover as well. Huge burgeoning boobs, being held back by only some measuring tape. That alone seems to indicate a high chance of either BE or BR. I am leaning towards the former in this case.

Maybe, but I wouldn't bet on it. I think constricting measuring tape is it's own fetish, like in Eiken and Seikirei.

True enough. But combine the imagery with the above pictures and the case becomes a lot more convincing.
