Nope. Futa girls have the body of a girl or woman. Shemales are shaped like men (wide shoulders, muscle structure, and usually a deeper voice) but have characteristics that make them look a bit like a woman such as long hair or breasts. Both have male genitals. Thus the futanari being completely feminine and could not be pointed out above the waist while with a shemale, you can tell it is not completely female.

The mind also comes in. For the most part, futanari have the mind of a female while shemales tend to act more masculine.

But I've got a rough sketch of a drawing involving magic as a response to another users request.

Spoiler: it involves a pair of rub-on tattoo sticker that makes boobs grow when applied around the nipples. To charge the tattoos, the words "Caveat dem tor" are recited into them. >:P
