Actually, it's a tax rebate for having health insurance instead of an explicit fine for not. I guess if you owed taxes due to not having enough withheld and don't receive the rebate you could refuse/fail to pay. Then it's just a matter of taxes where you can get liens or garnishment, but I'd think it wouldn't be grounds for tax evasion charges and imprisonment.
