If it was just for a couple of seconds, it was probably CGI. But they do use traditional makeup effects a lot, too:

The last link is a video that shows a little of the CGI morphing process (about 2 minutes in). Decent FX for television, in my opinion. But I haven?t seen anything definitive about the girl in the picture.
