I liked Sil, that little Eel man, don't know, he was an interesting antagonist (villain is too strong)

Also; the final story arc of classic who, Survival, the Doctor brings Ace back to her home town of Perivale. Her old friends are being kidnapped by a race of alien hunters called the Cheetah People (yes they were REALLY called Cheetah People), who were shown the way to Earth by the Doctor's old enemy the Master.
On this world you either get eaten by the Cheetah People, or you slowly start to change into one of them. Although there are no real TFs, well there are just implied changes and other lame changes like really bad prop fangs or contact lenses. Honestly its just a bunch of people wearing cheetah fursuits (though they were really well done if you ask me, especially for 1980s standards)

I agree; he's quite an odious creature, sadistic but not "evil" per se. He's one of the rare classic Doctor Who antagonists who aren't there to conquer, enslave or destroy things, he's just a corrupt businessman - cheating people out of their precious ore in this story ("Vengeance on Varos"), or selling advanced weaponry to primitive warlords in another ("Mindwarp").
